Fiona was born to a fairly strict, religious family, but she rebelled against the religious upbringing quite early on, though the original reason was that she hated having to wear that stupid itchy dress and sit for hours in silence but not fall asleep. Honestly, it was like torture. Her parents were pretty much forced into accepting her atheism, but that didn't stop them from trying to reinforce their authority elsewhere. It turned into a never-ending power struggle between the two, and Fiona soon grew a resentment towards any form of authority at all. If they punished her for something, she would find some loophole and go fuck off somewhere else, which led to another punishment--and so on and so forth. When Fi was younger, she got punished for little things, like not being able to sit still and being rambunctious and clumsy and forgetful sometimes. She was diagnosed with ADHD later, by a child-psychiatrist, referred to the Utvicks by a family friend. Neither daughter nor parents were good to each other and it's hard to say who started it or when it began, really, but their relationship soon soured. The Utvicks, convinced that their daughter was a punishment given to them by the Lord for a sin of theirs, struggled to love their daughter who seemed to love reminding them how much she despised them. She didn't, not really, but she didn't love them. At least, once she got older, she had a few more distractions.
Friends were hard to make for Fi. She was too crass, a little too rambunctious, a little too weird, a little too aggressive for people to really get along with her. Oh, she had a few acquaintances and school friends, but no one she would hang out with normally. This pent-up social need frustrated her and fueled her aggression towards other people--in other words, Fiona was kind of a bully when she was younger. A pretty violent one, actually. She was never afraid to use her fists, as she had never been good with her words, so fights weren't uncommon. And once word got out that she wasn't afraid to give out a few shiners, even if she got caught, bullying became easy. She did remember having a few friends after that. One or two others who were smart enough to stick around to try and get on her good side, but they would bore her or make her angry, so those relationships were short lived. Her first year of high school, though, her dad got a promotion, so they moved to a completely different region, nestled in a bigger city. Being the new kid, Fiona had to create a reputation for herself, so she made herself known by setting fire to the first floor faculty bathroom, second stall toilet. Everyone knew her name after that. Fiona turned into the typical "bad girl", getting into drugs and fights and more illegal things. It wasn't long before her parents threatened to kick her out if she didn't change her act, and when she didn't, they went through with their word.
At least they waited until Fiona was 19 until they kicked her out. She didn't even mind that she had gotten kicked out--living on the streets was actually pretty good to her. She got along pretty well with the street people and eventually found some other teenagers who were drifting as she was. They found an old abandoned building and set up camp, creating a sort of community, a loose sense of a "gang", if you please. During that, she managed to make some good friends, as the other kids were about as fucked up as she was, and didn't mind her erratic behavior. In fact, they seemed to kind of like it and at least definitely understood. The best person to calm her down was Joey, though, a totally level-headed guy you never would have expected to get along with someone like Fiona. The two both had an addiction to adrenaline and excitement and rampaged through the town, trying to experience everything they could. They did drugs together, robbed liquor stores together, and started fights together, but if anything started to get too far, Joey was always there to calm her down. But never being able to fully lash out meant that Fiona was constantly keeping something bottled up inside her, which is never good for a violent, short-tempered girl. One day, someone pushed the wrong button and Fiona jumped the poor kid, who wasn't expecting anything and completely unprepared to fight back. The next thing she remembered after waves of red was Joey, forcefully pulling her away from a bloody mess of muscle and bone on the street.
Fiona isn't sure if she killed the boy, but Joey was absolutely sure. It was like suddenly, he saw her in the light that everyone else did. He was wary around her, hesitant to touch her and quiet and snappy and Fiona was more and more sure that he was planning on leaving her. By now, the two had spent a couple months hitch-hiking and drifting between towns together, and Fiona couldn't believe that one small incident would change everything. And just like she expected, one day, he just left her, without a word. For the next couple of months, she swam through life in an angry haze, starting fights with everyone she met, trying to find someone who would be willing to punch her. It escalated until she came upon some kid who just looked wrong. It was just like the last time, except she didn't have Joey to stop her. The kid's face disappeared into a mess of bruises and blood and his chest had stopped moving a while ago. Horrified, she backed away from him, until she bumped into a squeaking backpack. When she looked inside, it was a small poochyena puppy, nestled in with a bunch of rags. Without a word, she took the new puppy in and suddenly everything was a little better. The puppy attached to her quickly and Fiona couldn't help but fall in love eventually. Fiona never really named her, just calling the poochyena Lady and Princess until the name Lady Princess pretty much stuck, and despite her babying her new pokemon and trying to raise her safely, her violent and slightly sadistic streak rubbed off on her, turning her into quite the fighting companion.
After that, Fiona rarely ever socialized with anyone but Lady. She continued drifting, with the hopes of running into Joey, though she wasn't sure what she would do exactly. Stirring up trouble everywhere she went, she rarely ever stuck around places long enough to get to know anyone or to let anyone get to know her. She remained pretty oblivious to current events, but it was just great fortune that she was around the eastern coast of Hoenn when the firt breakout started. At first, Fiona reveled in the chaos. as a criminal, having something else distracting the general public was quite useful indeed. It wasn't long, though, before she came across some of these creatures and had to deal with them first-hand. That was when her methods became a little more desperate and she was running from abandoned city to another, trying to make it out on her own. Fiona was just lucky that it was the Enforcers who found her, not the zombies, and that they found her just sleeping in an abandoned house instead of stealing. She had struggled, though, and almost broke away from the large men who took her, but her efforts must have impressed them somewhat, as they offered her recruitment. Well, it was either that or jail, so Fiona took their offer, as it meant that she could still be with Lady, somewhat.
As a young recruit, she surprised the commanding officers with her ferocity and bloodlust. Despite her inability to handle authority well, she's become an asset, if not a wild an uncontrollable one.
